“It's really hard to understand: how big is this fine?” Peter Jackson, a privacy law expert with Greenberg Glusker in Los Angeles, said in an interview with CEB. “Because you don't know the scope of the individuals who are subject to it.”

“You don't know how many [impacted Disney customers] the agency’s office feels were California consumers, and whether or not there should be some different metric or application to different categories of people,” he explained. And that’s not too unusual, Jackson said: the state’s enforcement actions that result in settlements don’t typically detail the number of affected consumers.
